Statute of the Berlin Citizens' Council
CHAPTER ONE: COMPOSITION
Article 1 Denomination, Legal Nature and Headquarters
1. Under the name "Berlin Citizens Council", hereinafter referred to as the Council, a non-partisan advisory forum shall be established, governed exclusively by these statutes and by the relevant provisions of the Consular and Legal Service Manual of the Ministry of Foreign Affairs of Brazil.
2. The Council has its headquarters in the city of Berlin, Federal Republic of Germany, and operates in the Consular Sector Jurisdiction of the Brazilian Embassy, namely Berlin, Lower Saxony, Brandenburg, Bremem, Hamburg, Mecklenburg-Western Pomerania, Saxony , Saxony-Anhalt and Schleswig-Holstein.
Article 2 Purpose and Skills
The Council aims to channel the dialogue between the Brazilian community and the Consular Sector of the Embassy.
In order to achieve this objective, it is the Council's responsibility to:
(a) keeping the Berlin Citizens' Council book updated;
b) collaborate in the promotion of activities of non-pecuniary support as well as initiatives of an informative nature to the Brazilian community.
The activity of the Council can not be remunerated.
The Council abstains from any political-partisan, religious or ideological dissemination activities.
CHAPTER TWO: MEMBERS

Article 3 Composition
1. The Council shall consist of a President and a number of at least 8 (eight) and at most 16 (sixteen) Brazilian citizens.
The Council is chaired by the Minister-Counselor of the Embassy and assisted by the diplomat in charge of the Consular Sector, who will replace the President in case of absence.
The President shall appoint the Executive Secretary on the basis of a decision by the Council.
The rotation of the composition of the Council should, in principle, be biennial.
Article 4 Admission of MembersParticipation in the Council as a guest shall be at the invitation of one of its members.
Having participated in three meetings, the guest may become a member.
Participation in the Council as a member shall be at the invitation of the President, after a resolution of at least two-thirds of the members present at the meeting. New members will be admitted to specially convened meetings for this purpose, which will take place three times a year. The President may deny the invitation if justified reasons are put forward.
The admission precedes written declaration of the applicant in compliance with the Statute of the Council.
Article 5 Rights of Members of the Council
Members of the Council have the right to attend their meetings, make proposals and exercise their right to vote.
Council votes shall require a simple majority of those present unless otherwise agreed. The minimum quorum is five (5) members.
Article 6 Duties of Members
The members of the Council shall:
(a) to support the activities of the Council;
b) comply with the Statute;
c) deliberate on the proposals presented by its members;
d) observe the decisions of the Council;
(e) notify the Council of any change of address;
f) after being summoned to a meeting of the Council, confirm their presence.
Article 7 Termination of Membership
(1) Membership of the Board shall be extinguished by resignation, death or exclusion.
(2) The resignation of a Board member shall be made in writing at a meeting and shall take effect immediately.
(3) Any member may be excluded from the Council by a decision of the qualified majority of the other members, followed by approval by the President.
(4) A member who fails to attend two consecutive ordinary meetings shall be sent a letter from the President stating the date of the next meeting and his exclusion from the Council if he fails to appear, even if justifiably.
CHAPTER THREE: MISCELLANEOUS

Article 8 Meetings of the Council
Council meetings will be held at the Brazilian Embassy in Berlin with minimum frequency every four months.
Article 9 Minutes
(1) Meetings of the Board shall be drawn up in minutes, which shall be ratified at the immediately following meeting.
(2) The President of the Council shall ensure that the actions and decisions of the Council are disclosed to the Brazilian community.
Article 10 Year of Exercise
The year of exercise coincides with the calendar year.
Article 11 Amendments to the Staff Regulations
Proposals to amend the Statute must be submitted in writing by any member of the Board, at least three weeks in advance.
The amendment shall be by a qualified majority, followed by approval by the President.
Article 12 Termination of the Council(1) The extinction of the Board shall take place by resolution in an extraordinary meeting, expressly called for that purpose.
(2) The request for revocation shall be submitted in writing by at least one third of the members of the Council.
(3) Members shall be informed of the purpose of the extraordinary meeting at least 30 days in advance.
(4) After the quorum has been verified, the cancellation may only be approved by a qualified majority of three-quarters of all members of the Council.
(5) The members of the Board have been summoned on three consecutive occasions within a period of 90 days, and in the absence of a quorum for the resolution of the extinction, the President may decree the extinction of the Council.
